Principal Forensic Expert, Dr. Jay Shankman began his Professional Career during September 1970 as coordinator of Safety and Health at [MCCSD] Newfield High School. Newfield High School, being a vocational center, was required to meet safety standards set forth by the New York State Education Department, State Health Code, Transportation Code, and Industrial Code. Writing and Implementation of Policies and Procedures was a major part of Dr. Shankman’s responsibility. All areas included student, staff and professional training as well.

During the month of May 1978, Dr. Shankman was contacted by the Administrator [VP] of Jewish Hospital Medical Center of Brooklyn to establish a safety, health, and fire prevention program for the J.H.M.C.B. [Brooklyn Jewish]. In accepting the position of Director of Safety and Health and Fire Prevention, the responsibility of meeting all Regulatory Requirements of J.C.A.H., O.S.H.A., New York State Labor Department, New York State Health Code and New York State Fire Codes were assigned to Dr. Shankman. All hospital departments were required to be part of a hospital- wide safety, health and fire prevention program of which Dr. Shankman was given the authority to devise, implement and enforce this program. The hospital engineering and construction department became of particular concern to Dr. Shankman due to serious injuries that were frequently   occurring. Dr. Shankman investigated and implemented policies to prevent further serious injuries. Enforceable policies, procedures and training was the key to the success of this program. Dr. Shankman was recognized by the New York State Hospital Association and Joint Commission on Accreditation of Hospitals as a Safety Engineering Professional in 1979.

Due to his success at Brooklyn Jewish Hospital, during late 1981, Dr. Shankman was sought out and hired, in 1982, by the Executive Vice President at  Brookdale Hospital Medical Center, Brooklyn, New York, as Administrator of Safety, Health and Risk Management and Fire Prevention. Dr. Shankman wrote all administrative safety, health, risk management, and fire prevention policies and procedures, according to regulatory requirements with special attention directed to the Right To Know requirements as well as severe biological and chemical exposures. Serving as Construction Safety Director, Dr. Shankman directed a four million dollar ($4,000,000.00) Life Safety Code Project involving four (4) buildings and all employees therein. Before any new products were introduced into the patient environment, Dr. Shankman would test and evaluate the level of safety that was required to be present and approve or disapprove its use.

Dr. Shankman moved on to the Brunswick Hospital Medical Center in 1985 to assume the position of Administrator of Safety Health, Risk Management and Construction. The need of a Chemical and Radiation Decontamination Unit by the Country and State was needed. Dr. Shankman engineered the first such unit in t the United States in this hospital emergency department .

Dr. Shankman devised all policies and procedures for medical staff as well as the nursing department. During his tenure, Dr. Shankman trained State and County Police and Fire Department Hazmat Units in response techniques. A baseline chemical screening with all first line responders was implemented using a Gas Chromatograph-Mass Spectrometer  [GC/MS]. Dr. Shankman was responsible for having the Joint Commission on Accreditation of Hospitals upgrade Brunswick Hospital from a one (1) year Accreditation to a three (3) year accreditation due to full compliance and no deficiencies, after one (1) year.

  After engineering the Chemical and Radiation Unit, Dr. Shankman decided to become a full time Consultant.  During 1986, he designed and engineered U.S. Patents for stationary and mobile decontamination units.  During that time he consulted for Hospitals, Nursing Homes, Construction Corporations, Schools and various Union Members of AFL/CIO. 

During July 1989, Dr. Shankman was contacted by National Engineering and Cleaning Contractors to serve as National Safety and Risk Management Engineer for twenty eight (28) nationwide offices, which included engineering, exterminating, elevator construction, vehicle fleet safety and electrical construction involving the National Electrical Code.

 Dr. Shankman is nationally renowned by many Professional Engineers who have relied on his expertise to implement safety and health programs for construction projects. Professional Engineers are often qualified as experts in their field of expertise. They rely on Safety Professionals for Engineering Safety and Health Programs to eliminate the potential of serious accidents and injuries.  As Safety Engineers we "Protect People, Property and the Environment" each time we accept an assignment.
